Can I diagnose my UTV fuel pump by sound only?

No. Fuel-pump sound is only one clue. No prime can mean pump power, fuse, relay, connector, wiring, a safety switch, or the pump itself. A normal sound still does not prove fuel pressure. Check the obvious fuse, relay, connector, fresh fuel, and whether the engine catches.
